Narrative:
Suggest even when in radar contact and IFR, eyes must be outside the cockpit when not in cloud. This event took place over one of fort worth center's corner post arrival points. Very busy in this area with normal arrival duties, and looking out for VFR's to drop by unannounced must always be on your list of things to do, as this proves. By the way, the new rule being considered for transponders and mode C equipment still would not have applied in this situation as we were outside of 40 NM from dfw, and this small aircraft was below 6000' AGL. This crew feels that turboprop aircraft flying scheduled passenger service into/out of this TCA should also be allowed to enter/exit high with the turbojets and not be instructed to enter at 6000' and exit at 4000'. This policy creates more of a hazard than ensuring against one. Callback conversation with reporter revealed the following: a near midair collision collision report was sent to ZFW. The reporter says this is not an uncommon occurrence at the dfw corner post because of the NAVAID at the location being used by GA VFR aircraft. The small aircraft was climbing at the time this happened and was not talking to ARTCC or approach control.

Title: CLOSE PROX ACR-LTT GA-SMA NEAR DFW CORNER POST.
Narrative: SUGGEST EVEN WHEN IN RADAR CONTACT AND IFR, EYES MUST BE OUTSIDE THE COCKPIT WHEN NOT IN CLOUD. THIS EVENT TOOK PLACE OVER ONE OF FORT WORTH CENTER'S CORNER POST ARR POINTS.
