Narrative:
In the last several months I have noticed an increase in noncompliance with our ground fueling operations. Our operations manual states that during aircraft fueling; the aircraft and the dispensing unit are to be bonded (i.e. Connected). While conducting pre and post flight inspections; I have found numerous instances where fueling operations are being conducted without the bonding cable being used. In each case I queried the fueler as to why they were not properly bonding the truck and aircraft and they either said that the cable was broken or that they had forgotten. I realize that the company uses private contractors to conduct our refueling operations; however they are still required to comply with our procedures. These contractors need to be contacted and instructed to remind their employees of our requirements and of the hazards of noncompliance with these procedures.
