Narrative:

After replacement of an ecu on aircraft to fix ecu faults and APU not starting; I failed to place the APU on MEL for an altitude cold soak start check and notify maintenance control as required. My failure to follow the appropriate procedure was caused by my failure to remember the primary altitude start (pas) program used on er programs where APU reliability is being tested. My carrier's current fleet of er aircraft are under a monitoring type system and is done without mechanic intervention. There is also no mention of the pas program in the MEL section that references the pas program. To prevent this from occurring; a pas reference should be put in the MEL until such time the system changes over to a monitoring system. This would prevent such problems in the future.
