Narrative:
In my opinion; this [ship set] policy is a dereliction of management duty to provide the line pilots the tools with which they can safely conduct their jobs. On my latest flight; the captain's ship set flight bag was full of either water or coffee and some of the contents of the bag were virtually useless. Charts were also misfiled by previous users. There is and will continue to be a serious erosion of the pilot knowledge pool and it's just a matter of time before serious errors are committed because the average line pilot did not possess the required material in order to properly prepare for his flight assignment. I have filed 6 previous safety reports regarding this policy and to date have not heard one single response from flight operations management. That is a disappointment.

Title: A B757 Captain took severe exception to the company's replacement of individual pilot aero chart coverage with on board sets shared by all flight crews.
