Narrative:

Departed on time. During climbing through 14;000 ft we encountered a TCAS alert that said (traffic;traffic). I saw that we were 5 to 7 miles from a target. The autopilot was immediately disconnected. At that time we received an RA to immediately descend; descend. I nosed the aircraft over to comply with the RA and recovered at around 13;400 ft just in time to see the king air approximately 200ft directly above us pass over. I then inquired with the controller as to what happened and we were told that the king air was flying VFR and was talking to approach and not with the center. I was given a phone number for approach and called as soon as we landed. I spoke to the watch supervisor with approach. He told me that there was training going on and that the trainee thought that we would have time to clear the traffic. He apologized and said that the trainee and the instructor were both talked too. Everyone should be extremely aware of your surrounding s at all times; always be vigilant.

Title: An Air Carrier crew talking to Center climbed through 14;000' and received a TCAS RA 'DESCEND' command. A VFR aircraft talking to a TRACON facility passed 200' over the aircraft. A TRACON Controller under training misjudged the Air Carrier's climb rate. Neither ATC facility alerted the Air Carrier crew about traffic.

I nosed the aircraft over to comply with the RA and recovered at around 13;400 ft just in time to see the King Air approximately 200ft directly above us pass over.
