Narrative:
Aircraft X departed on an IFR flight plan. His flight plan was ZZZ..pih..ida. He did not request anything other than this. I noticed him off track and entering a higher mia (minimum IFR altitude). I asked him if he was going to go over the VORTAC and then back to the north to idaho falls. He replied; 'no; we're direct barse for the ILS; missed approach; back to ida.' I informed him he was not cleared for that and was not permitted to do that without a clearance; and climbed him to the mia. I then cleared him direct barse; direct pih and continued with the approach clearance a few minutes later. Upon deviating from his filed flight plan; the aircraft entered an mia of 8;400 and subsequently 8;700. Fly what you're filed; or file what you want to fly.

I noticed him off track and entering a higher MIA (Minimum IFR Altitude). I asked him if he was going to go over the VORTAC and then back to the north to Idaho Falls.
