Narrative:
I received a phone call in ZZZ from ZZZ1 maintenance personnel one evening march 2010; requesting clarification of an incomplete job card that required disassembly; inspection and reassembly of a major landing gear component without an operational or functional check noted on the job card. We had recently performed this task in ZZZ (on another shift) and so I verified with another lead amt; mr.'X'; that a gear swing was required to complete the task and return the aircraft to airworthy condition. I believe the cause was a lack of knowledge and recent experience in aircraft systems and practical application of written technical documents and proofreading prior to release for use. Also time constraints and the need to get job cards published and online as fast as possible to keep up with our maintenance program requirements. The job card was not performed; as ZZZ1 does not have a hangar or aircraft jacks. I advised them I would file a report with suggested changes and the amm reference which details two checks that need to be done after reattaching the alternate release cable to the uplock. I believe first and foremost that all job cards should be test-demonstrated by the technical writer and an amt or lead amt; in practical use as well; as compared to the applicable amm reference. There should be documentation filed with the final job card version and current amm reference used to author the job card; with five signatures accepting the job card as complete and having been reviewed for completeness against the amm reference: technical writer; amt or lead amt; quality assurance (qa) inspector; safety coordinator and the maintenance director. Secondly; I believe all amt's; lead amt's and qa inspectors should be advised that any job card used to perform maintenance on air traffic area chapter items under our rii program should be reviewed each time before use and compared to the current amm reference for changes.
