Narrative:
Refused aircraft because of MEL 38-1C (757) when potable water system was inoperable. This should not be allowed on any aircraft! Without a sufficient supply of potable water (after the beverages have been consumed) flight and cabin crews cannot comply with the bomb on board lrbl (least risk bomb location) procedure (757/767 QRH misc. Section)! At the lrbl the flight attendant manual requires the flight attendants to saturate the pillows; seat cushions; baggage; etc.; with water.

Title: A B757 Captain refused an aircraft with a deferred potable water system due to inability to comply with bomb on board procedures.
Narrative: Refused aircraft because of MEL 38-1C (757) when potable water system was inoperable. This should not be allowed on any aircraft! Without a sufficient supply of potable water (after the beverages have been consumed) flight and cabin crews cannot comply with the Bomb on Board LRBL (least risk bomb location) Procedure (757/767 QRH Misc.
