Narrative:
On climb out we noticed a burning oil type smell and isolated it to the left pack through the checklist. We were then unable to cool the cabin with the single pack we returned to our departure station. Maintenance and dispatch were both notified. Contract maintenance came out and MEL'd the left pack. We then ran the plane to cool the cabin; boarded the passengers and departed. It was; again; impossible to keep the cabin cool so upon arrival I contacted dispatch and maintenance control. Since we were keeping the plane we made the choice to delay the flight since the temperature was dropping and used multiple air carts to cool the plane so that the single pack would be able to keep the aircraft cool.
