Narrative:
As the economic recession is ending our company is trying to prepare for the increase in flying and modifying its policies and procedures. I fly for an far part 91 subpart K operator (fractional). Recently our director of safety; who is also head legal counsel and vice president; changed our company duty and rest rules. His interpretation of the rules (which may or may not be legal but is certainly unsafe) allows our flight crews to fly a full 10 hours within a 14 hour duty day and then in addition fly an unlimited number of part 91 reposition flights. In reality the company can now require crews to fly an unlimited number of hours each day. This flies in the face of safety and common sense. While this might be legal due to the FAA wording regarding 91 and 91K flight it is certainly not safe. The flight crews have been told that they can turn down a flight if they are not rested; however; they will be financially penalized.
