Narrative:
IFR en route from three rivers VOR, direct to rkp at 9000'. We were working with navy chase approach. He issued us a flight of 2 MTR's, low at our 9 O'clock position, which we confirmed. Shortly thereafter another flight of MTR's (3 this time) came up about 2000-3000' below at our 9 O'clock, parallel our sebnd course. Heard ATC xmissions to navy aircraft, but no reply (probably on UHF). Within a few seconds, the flight of 3 MTR's began a right climbing turn directly into us. We asked ATC what their intentions were and were advised they had us in sight. We were forced to make an immediate left climbing turn as it was obvious who wanted the right of way. We deviated 600' and about 35-40 degrees off course to avoid traffic. When ATC was notified, they said navy aircraft were VFR and had acknowledged us as traffic. On the ground, I contacted navy chase ATC and spoke with an officer and was told he would look into the occurrence.

Narrative: IFR ENRTE FROM THREE RIVERS VOR, DIRECT TO RKP AT 9000'. WE WERE WORKING WITH NAVY CHASE APCH. HE ISSUED US A FLT OF 2 MTR'S, LOW AT OUR 9 O'CLOCK POS, WHICH WE CONFIRMED. SHORTLY THEREAFTER ANOTHER FLT OF MTR'S (3 THIS TIME) CAME UP ABOUT 2000-3000' BELOW AT OUR 9 O'CLOCK, PARALLEL OUR SEBND COURSE. HEARD ATC XMISSIONS TO NAVY ACFT, BUT NO REPLY (PROBABLY ON UHF). WITHIN A FEW SECS, THE FLT OF 3 MTR'S BEGAN A RIGHT CLBING TURN DIRECTLY INTO US. WE ASKED ATC WHAT THEIR INTENTIONS WERE AND WERE ADVISED THEY HAD US IN SIGHT. WE WERE FORCED TO MAKE AN IMMEDIATE LEFT CLBING TURN AS IT WAS OBVIOUS WHO WANTED THE RIGHT OF WAY. WE DEVIATED 600' AND ABOUT 35-40 DEGS OFF COURSE TO AVOID TFC.
