Narrative:

I was working wov/abi radar position. We had stopped air carrier X; who was on the 285 departure radial; at FL320 temporarily; for another air carrier who was crossing southwest bound at FL340. I switched the air carrier X to falls hi sector and they called my d-side and requested control to climb air carrier X. Air carrier X was head on with air carrier Y who was on the mqp transition to iah. Falls hi climbed air carrier X to FL340. The conflict alert activated. My d-side told me to turn air carrier Y 20 degrees right. Air carrier Y said he was getting an RA; and then said they weren't and were staying at altitude. I issued the traffic a couple of times and air carrier Y said he saw him pass off the left.

Title: ZFW controller described loss of separation event when coordination between two sectors was confused; one aircraft involved was late in responding and the conflict alert feature did not appear to function.
