Narrative:
Approaching saez; we were handed off from the center to approach control. We were unable to raise approach on the assigned frequency; so we switched back to the center. We were unable to reach the center either; so we switched to tower; and then ground control...all without success. We heard other airplanes report their inability to communicate with saez; and we heard another air carrier broadcast in the blind that they were clearing the runway. We reviewed TCAS; and broadcast in the blind that we were commencing the approach. We had previously been cleared direct arsot (the IAF). I asked the relief pilot to call saez company operations; and to have the station telephone the tower to let them know we were commencing the approach. Once established inbound; ATC regained their ability to transmit; but they were unable to hear. We were cleared to land runway 11. The approach and landing were uneventful; and we reported clearing the runway. We were cleared to taxi to the gate; and we flashed our lights to confirm receipt of clearance.

Title: A B767 Captain reported that SAEZ's radios failed on all Center and Airport frequencies while his aircraft was on approach. The crew transmitted approach intentions in the blind; landed without incident and taxied to the gate. ATC's receivers failed.
