Narrative:

On approach to mwcr we selected flaps 2. We then got an ECAM; F/control (flight controls) flaps locked. We broke off the approach to hold south of the airport to run the ECAM and the QRH. The flaps locked somewhere between up and 1. We could not get them up or down. After looking at landing performance with the first officer we initially came up with a distance of about 7000 feet. We were just under max landing weight. The runway at mwcr is 7008 feet. With the flaps locked at about 1 we knew that we would not be able to divert back to the us. After conferring with the first officer and the dispatcher; I felt the runway that provided the largest safety margin possible was mkjs; where the runway is 8735 feet. Fuel was not a problem as we were tankering for the flight back to the us. The landing was made at mkjs without any further problems.

Title: A320 Captain reports flaps locked during approach to MWCR. Attempts to remedy the situation are unsuccessful and with the flaps less than 1 the crew elected to divert to an airport with a longer runway.
