Narrative:
At 8000 ft; 10 south of rbv VOR asked for lower to get out of icing due to a left bleed failure. A dash 8 ahead confirmed light icing at 8000. Temperature was two degrees celsius. Because we needed to get out of icing and ATC would not let us descend out of it; we declared an emergency and descended to 6000 with an amended clearance.

Title: A CRJ Flight Crew declared an emergency in order to descend out of icing conditions when the Left Engine Bleed failed thus making symmetrical anti-ice unavailable.
