Narrative:
Air carrier X was cleared for takeoff and advised aircraft on 3 mile final. Air carrier Y was asked to slow to final approach speed. Air carrier X did not start takeoff roll in time for air carrier Y to land so a go around was issued. Air carrier X was rotating when air carrier Y crossed landing threshold with air carrier X turning left to 320 heading and air carrier Y was issued a 15 degree turn to right. It appeared that air carrier Y did not turn so I issued a right to 180 and switched to departure visual separation was used throughout the problem. Recommendation; day is unable to use taxi into position and hold; if we could use this procedure problem would have never occurred.

Title: DAY Local Controller described a near conflict event when spacing judgment between an arrival and departure was flawed and a go-around had to issued; the reporter indicating the availability of 'taxi into position and hold'; (TIPH) procedures would have prevented the incident.
