Narrative:

USA built and certified twins are not certified for spins; intentional. As a FAA pilot examiner for many years; I have never experienced a full or complete spin. I have experienced about 90 entries; but less than 1 turn (360 degrees). Our examiners are now expected to only guard the controls; rather than touch the controls. I would recommend that a VMC demo; the designated pilot examiner and/or CFI be allowed to follow through with hands and feet on the controls for this maneuver. Also start at 8;000 ft or higher. This spin was started within about 1.5 seconds below VMC and made about 2.5 turns in about the next 1.5 seconds; losing approximately 3;000 ft of altitude. Also a disqualifying item; the applicant pilot had extended the flaps and the gear prior to this demonstration.

Title: A Flight Examiner reported that a pilot examinee entered a full spin during a multi-engine aircraft flight check. Examiners are not expected to be hands and feet on flight controls to prevent unauthorized maneuvers such as multi-engine spins.
