Narrative:
While working tpa approach control we were descending to 5000'. At approximately 5700' a light twin, type unknown, suddenly appeared in our 2 O'clock position. I stopped our descent and turned to the right, said aircraft passed below us. Tpa approach when asked had only a primary target. We were not advised of target at all. Did tpa approach see the primary target and assume that it was low level and not say anything?! I personally would rather be told of all conflicting targets, especially at an airport that does not have a TCA. And why is there no TCA at tpa? It also concerns me that at tpa over the yrs I have seen more unreported traffic than other airports that I operate in and out of.

Title: LGT ON APCH ENCOUNTERS SMT AND TAKES EVASIVE ACTION, NMAC.
Narrative: WHILE WORKING TPA APCH CTL WE WERE DSNDING TO 5000'. AT APPROX 5700' A LIGHT TWIN, TYPE UNKNOWN, SUDDENLY APPEARED IN OUR 2 O'CLOCK POS. I STOPPED OUR DSCNT AND TURNED TO THE RIGHT, SAID ACFT PASSED BELOW US. TPA APCH WHEN ASKED HAD ONLY A PRIMARY TARGET. WE WERE NOT ADVISED OF TARGET AT ALL. DID TPA APCH SEE THE PRIMARY TARGET AND ASSUME THAT IT WAS LOW LEVEL AND NOT SAY ANYTHING?! I PERSONALLY WOULD RATHER BE TOLD OF ALL CONFLICTING TARGETS, ESPECIALLY AT AN ARPT THAT DOES NOT HAVE A TCA. AND WHY IS THERE NO TCA AT TPA? IT ALSO CONCERNS ME THAT AT TPA OVER THE YRS I HAVE SEEN MORE UNREPORTED TFC THAN OTHER ARPTS THAT I OPERATE IN AND OUT OF.
