Narrative:
After takeoff I pulled the gear handle up and the nose gear did not come up with the mains. The captain kept the plane less than 200 KTS and I ran the QRH procedure. We got many turns from ATC while running the checklists. Notified the flight attendant and declared an emergency with ATC and said we were returning to departure airport. The landing was uneventful.
