Narrative:
Upon gear extension on ILS xxl; first officer noticed that both left/right and inboard/outboard anti-skid fail lights were illuminated. Realizing that xxl is a short runway that was wet; I initiated a go-around. Leveled off at 5;000 ft; ran QRH checklist. After completing checklist; the anti-skid system still indicated a complete failure. Declared emergency; landed xxr; remained on runway until airfield rescue and fire fighting and company mechanics gave all clear to taxi to gate.
