Narrative:
The MD82 was assigned 10;000 via the pre departure clearance. Checked on frequency and stated that he was 'level at 10;000 for the next 7 miles'. This indicated to me that he had every intention of climbing out of 10;000 at the next way point even though his clearance was 10;000. I issued a climb to the aircraft and continued to work. Recommendation: have all aircraft departing slc assigned 10;000 ft by the local controller along with the pre departure clearance assignment.

Title: S56 Controller suggested the Tower issue an altitude assignment of 10;000 with the take off clearance to avoid on-going confusion with regard to the altitude clearance.
