Narrative:
Aircraft landed mia 9R, told to hold short R12, reaming on tower. Later told to contact ground control. Crew questioned the switch to ground before crossing active runway, but told to do so. Ground advised to cross with aircraft on final, then advised to hold short, but aircraft had already passed stop line. However we stopped short of runway. Aircraft on final landed anyway. We were then cleared to cross runway 12 with aircraft on final and we proceeded across. About half way across we observed a light twin take off on 12. The aircraft was making a right turn and was well above us as he passed behind us. We had cleared ourselves and I don't know why we did not see the light twin either taking or on the runway. Perhaps the aircraft on final and the one that had just landed were the focus of our attention. The fact that we were on ground and not on tower was another factor in that we could not hear the clearance for the light twin to take off. Traffic was heavy at this time with air and ground operations.

Title: ACR WDB INSTRUCTED TO CROSS RWY 12 WITH SMT TAKING OFF AND JUST AIRBORNE.
Narrative: ACFT LANDED MIA 9R, TOLD TO HOLD SHORT R12, REAMING ON TWR. LATER TOLD TO CONTACT GND CTL. CREW QUESTIONED THE SWITCH TO GND BEFORE XING ACTIVE RWY, BUT TOLD TO DO SO. GND ADVISED TO CROSS WITH ACFT ON FINAL, THEN ADVISED TO HOLD SHORT, BUT ACFT HAD ALREADY PASSED STOP LINE. HOWEVER WE STOPPED SHORT OF RWY. ACFT ON FINAL LANDED ANYWAY. WE WERE THEN CLRED TO CROSS RWY 12 WITH ACFT ON FINAL AND WE PROCEEDED ACROSS. ABOUT HALF WAY ACROSS WE OBSERVED A LIGHT TWIN TAKE OFF ON 12. THE ACFT WAS MAKING A RIGHT TURN AND WAS WELL ABOVE US AS HE PASSED BEHIND US. WE HAD CLRED OURSELVES AND I DON'T KNOW WHY WE DID NOT SEE THE LIGHT TWIN EITHER TAKING OR ON THE RWY. PERHAPS THE ACFT ON FINAL AND THE ONE THAT HAD JUST LANDED WERE THE FOCUS OF OUR ATTN. THE FACT THAT WE WERE ON GND AND NOT ON TWR WAS ANOTHER FACTOR IN THAT WE COULD NOT HEAR THE CLRNC FOR THE LIGHT TWIN TO TAKE OFF. TFC WAS HEAVY AT THIS TIME WITH AIR AND GND OPS.
