Narrative:

I was the controller in charge/ground controller. Aircraft X was inbound to runway 5 and the pilot requested to land runway 32. I gave control of runway 32 to the local controller. I would say a few minutes have passed and rescue 2 called me up and asked permission to go to the main ramp. I instructed the vehicle to proceed down charlie and cross runway 32. Seconds later; I realize that I made a mistake and I informed local control that I crossed runway 32. I'm not totally sure exactly where aircraft X was at in relationship to the vehicles. It was too late for local control to instruct aircraft X to go around. Taxiway charlie is parallel to runway 5 and the aircraft was never close to crossing runway 5. Recommendation; that I would increase my scanning of the airfield before crossing any runway.

Title: ORF Controller described a runway conflict after clearing a vehicle to cross an active runway without proper coordination.
