Narrative:
Seven fan blades were removed by a different [maintenance] crew. I was called for the installation of the blades. They were already numbered and were installed according to the numbers on the blades. The engine maintenance manual (emm) needs to express a better way to inform you of the checks; if any; that need to be performed when installing the same blades.

Title: An aircraft Inspector reports about progressive checks not being accomplished during the installation of seven new fan blades on an RB-211 Rolls Royce #2 engine for a B757-200. EMM faulted for being unclear on required checks.
Narrative: Seven fan blades were removed by a different [Maintenance] crew. I was called for the installation of the blades. They were already numbered and were installed according to the numbers on the blades.
