Narrative:
During vectors to final approach pilot flying called for flaps 1. The slats tracked almost to position 1 and we received an ECAM F/control slats lock..wing tip brake on. The ECAM was followed; flight manual procedures and maneuvers reviewed; conference call to maintenance and dispatch made; flight attendants were briefed to perform a cabin advisory; and passengers were informed of our minor malfunction. An emergency was declared and an uneventful landing with flaps 3 made. We selected the longest runway. Taxi to gate was made without any problems. All agencies provided excellent and professional assistance.

Title: An A320 ECAM alerted F/CTL SLATS LOCK..WING TIP BRAKE ON after flap position 1 selected. An emergency was declared; the QRH procedure completed and discussions held with Maintenance and Dispatch. An uneventful landing followed.
