Narrative:
As navy MTR on a routine training flight we received a call on guard that we were over the northern boundary of our MOA and that we were to turn south. We were on the nqi 270 degree right at 25 NM which is on the northern boundary in a turn to the south. WX was: 12000' scattered to broken, 23000' thin overcast with numerous cumulo nimbus in the area making VFR operation interesting. There are several points that concern me: often when WX deteriorates in the south tx area, ZHU encroaches on the kingsville I and ii MOA in order to vector or divert aircraft there. Often this is done west/O the military pilot's knowledge. I have noticed many more 'spill out' calls when this occurs. I understand that the FAA now intends to issue flight violations for these spillouts. The nearest route to the northern boundary of the kings I MOA is vr 568, nearly 30 mi away. My position was directly on the boundary confirmed visually and by NAVAID definition. Some method should be worked out so that military use of this airspace is not encroached upon and military instrument pilots (already at a high workload level) don't have to worry about a flight violation because ZHU wants the convenience of the MOA.
