Narrative:
Upon arrival I found [one of] our crj-200 aircraft; operating a flight for contract carrier X; with a cargo net unsecured. It was missing a cargo anchor ring. After unloading baggage; I found the missing ring under bags stacked on the rear cargo wall; indicating the ring was broken at the departure station during baggage loading; yet not reported.during maintenance repair; maintenance found two hinge brackets underneath the cargo floor. Not sure why ramp agents for [carrier X] at the departure station ramp failed to report missing cargo ring. Not sure why the departure station's agents failed to report breaking a cargo net anchor ring.please place spare cargo net anchor parts and a cargo net clip in the aircraft spares box so local maintenance can repair aircraft versus [our] air carrier road crew driving from maintenance base. Is there any accountability for carrier X agents at the departure station that damaged our air carrier equipment and do not report it?
