Narrative:
Maintenance left a lock-out on one flight spoiler on the right side of the aircraft which was missed on the preflight and the flight departed. Vibrations were noticed on climb out and the flight returned to the departure airport. Dispatch was contacted and a return to the departure airport was advised. A control check was performed and a landing was made at ZZZ. Flight spoiler [found] pinned in the 'up' position. [Suggest that] if a control lock is placed on the aircraft; a note should be placed in the logbook and a flag should be placed in the cockpit.

Title: Two pilots; two Mechanics and one Inspector report about a # 9-Spoiler Lock that was not removed from a B737-700 aircraft before departure that later required an air turnback due to vibrations after take-off. The spoiler was locked in the 'UP' position.
