Narrative:
I was in the process of accepting the adjoining airspace of R64 to combine it with R65. After a short briefing I was given the frequencies and airspace. Shortly after a F2000; who was level at FL390; requested FL410. Observing no traffic I climbed the aircraft. Conflict alert activated with a B737 who was overhead without a hand off or pvd. Recommendation; I would recommend paying more attention to detail for both the relieving and accepting controller. Be aware of limited data blocks and make sure that all aircraft in the combined sector can be accounted for.
