Narrative:
After starting #2; the captain gave the tug driver permission to disconnect ground power and [advised] we would call for pushback clearance. I called the ramp tower for pushback; and received clearance to push off. The captain then told the pushback driver we were cleared to push. The tug driver started the push a few seconds after the captain's call and within 2-3 ft we felt a jerk; like someone had stepped on the brakes for a moment. The ramp agent at that moment notified us that the ground power cable had not been disconnected from aircraft and that there was damage to the ground service panel on the aircraft. The captain notified dispatch and maintenance; and then commenced to deplane passengers for an aircraft swap.

Title: The Q-400 was damaged when pushback was initiated without removing the ground power cable from the aircraft receptacle.
