Narrative:
On walkaround found horizontal stabilizer panel and fairing out of position. [Maintenance] removed and reinstalled horizontal stabilizer to body [fuselage] blade seal. Blade seal is in correct position per maintenance manual (MM) 55-10-02-4. Ran horizontal stabilizer up and down. Operational checks 'good'.this issue surfaced several years ago on the B757s and this is the first time I came across it on the B767s. During earlier events; this panel positioning was found on half a dozen aircraft. Therefore; I am submitting this report as I feel other aircraft could experience the same problem.

Title: A First Officer notices a horizontal stabilizer blade seal panel out of position on a B767-300 aircraft during a preflight walkaround. He had previously seen similar blade seal problems on B757.
Narrative: On walkaround found horizontal stabilizer panel and fairing out of position. [Maintenance] removed and reinstalled horizontal stabilizer to body [fuselage] blade seal.
