Narrative:

Scheduled flight from sfo to sts. Sts WX 400' overcast, visibility approximately 3 mi, wind calm. The first officer has approximately 4 months experience on line but is weak. It was his leg, we were inbound to OM on localizer and tower instructed us to report OM inbound. First officer called for gear down as G/south came in. He did not have flaps at 25 as called for in company operations. I noticed and helped him keep aircraft under control at a very busy time. Anyway, we did not report marker inbound due to the confusion and proceeded to land west/O clearance. However, tower did not query us at any time during the approach and while we were in VMC. It is almost as if they want to be able to violate us.

I NOTICED AND HELPED HIM KEEP ACFT UNDER CTL AT A VERY BUSY TIME. ANYWAY, WE DID NOT RPT MARKER INBND DUE TO THE CONFUSION AND PROCEEDED TO LAND W/O CLRNC. HOWEVER, TWR DID NOT QUERY US AT ANY TIME DURING THE APCH AND WHILE WE WERE IN VMC. IT IS ALMOST AS IF THEY WANT TO BE ABLE TO VIOLATE US.
