Narrative:
On takeoff from runway 1; I was the captain and pilot not flying. We briefed the departure procedure several times prior to takeoff. The departure procedure from runway 1 calls for a right turn to 040 until 2.3 DME from teb and then a left turn to 280 while climbing to 2;000 ft. After takeoff; the pilot flying was maintaining runway heading. I pointed out that he should be turning to 040 until 2.3 DME from teb. He went head down into the efb to re-read the procedure. I was given a frequency change to new york departure. While I was changing frequencies; the pilot flying climbed to about 2;320 ft before I noticed that he was exceeding the assigned altitude. New york departure called us radar contact. I acknowledged and told TRACON that we were leveling at 2;000 ft. Shortly thereafter we were given a turn to 290 and a climb to 4;000 ft. The controller never mentioned the altitude bust. The remainder of the flight was uneventful.
