Narrative:
The aircraft's gear extension handle was located outboard of the pbe. This aircraft is the newest in our fleet. I didn't know if this was a new location or was it installed wrong. After consulting with maintenance it was decided that it was installed wrong. Out sourced maintenance.

Title: A new Q400's emergency landing gear extension handle was installed incorrectly behind the First Officer where it is difficult for that pilot to reach and impossible for the seated Captain. Out sourced maintenance apparently installed the handle.
