Narrative:
We were climbing through FL180 to our assigned altitude of FL220 on the departure talking to washington center. We received a TCAS TA for traffic on a converging course at the same altitude as us. I queried ATC about the traffic. I don't remember their exact response as everything happened quickly; but they did respond something about a military aircraft. We continued to climb and the TCAS TA turned into an RA that prompted us to 'monitor vertical speed' in a climb; which we were already doing. I got the traffic in sight as it approached us. It was a military fighter of some sort. The military aircraft passed uncomfortably close below us on a converging course. I don't remember the exact vertical clearance we had with the traffic; but my best estimate would be 300 ft to 400 ft.
