Narrative:

Aircraft #1 was assigned a 170 heading off the runway. He did not turn until he was out of 1;900 ft because he confused the non-radar altitude that is posted in the SID. Aircraft #2 took off runway heading behind #1. I gave him an immediate turn once communication was established. I think the primary reason for this error was due to the wording and confusion in the SID. Recommendation; rewrite the SID either taking the non-radar portion out or making it clear that the altitude listed is for non-radar only.

Title: RDU Controller described a loss of separation event when an aircraft failed to initiate a turn as directed; the reporter listing SID notations as being problematic.

Narrative: Aircraft #1 was assigned a 170 heading off the runway. He did not turn until he was out of 1;900 FT because he confused the Non-RADAR altitude that is posted in the SID. Aircraft #2 took off runway heading behind #1. I gave him an immediate turn once communication was established.
