Narrative:
Mdt X was cleared for takeoff on runway 12L. After 1000' of takeoff roll (still approximately 1500 to 2000' from intersection of runways 12L and 22) a light twin aircraft went through intersection of 12L and 22 at only about 35 to 50 in the air. He was also taking off. After we were airborne the tower controller said 'mdt X you were not cleared for takeoff.' callback conversation with reporter revealed following information. After completion of this flight, the captain telephoned hou tower and talked with the supervisor. The tapes had been played, and it was learned that the controller had cleared both aircraft for takeoff. The controller was decertified and an operational error was processed. Reporter stated that the local control frequency was very congested at the time of this incident.

Title: ACR MDT FLT CREW SAW A LIGHT TWIN CROSS THEIR PATH, ON TKOF FROM AN INTERSECTING RWY WHILE THEY WERE EARLY IN THEIR TKOF ROLL.
Narrative: MDT X WAS CLRED FOR TKOF ON RWY 12L. AFTER 1000' OF TKOF ROLL (STILL APPROX 1500 TO 2000' FROM INTXN OF RWYS 12L AND 22) A LIGHT TWIN ACFT WENT THROUGH INTXN OF 12L AND 22 AT ONLY ABOUT 35 TO 50 IN THE AIR. HE WAS ALSO TAKING OFF. AFTER WE WERE AIRBORNE THE TWR CTLR SAID 'MDT X YOU WERE NOT CLRED FOR TKOF.' CALLBACK CONVERSATION WITH RPTR REVEALED FOLLOWING INFO. AFTER COMPLETION OF THIS FLT, THE CAPT TELEPHONED HOU TWR AND TALKED WITH THE SUPVR. THE TAPES HAD BEEN PLAYED, AND IT WAS LEARNED THAT THE CTLR HAD CLRED BOTH ACFT FOR TKOF. THE CTLR WAS DECERTIFIED AND AN OPERATIONAL ERROR WAS PROCESSED. RPTR STATED THAT THE LCL CTL FREQ WAS VERY CONGESTED AT THE TIME OF THIS INCIDENT.
