Narrative:

The incident is an under the wing scrape, from some object passing under the wing, resulting in a slight puncture into the fuel tank which resulted in fuel seepage. From previous flts the captain and station mechanics have gone over the aircraft and the problem didn't exist. Therefore I believe the only place this could have occurred was on our last turnaround in ict, after the captain had done his last walkaround, with someone passing underneath the wing. At no time did any object pass underneath the wing during aircraft operation. Callback conversation with reporter revealed the following: reporter says not life threatening situation but pleased mechanics post-flight inspection caught problem. Aircraft grounded until repaired. Must have been moving vehicle as shallow v-shaped gouge was about 18' long from leading edge to trailing edge and stopped with perforation of skin at fuel tank.

Title: ACFT SKIN PUNCTURE.

Narrative: THE INCIDENT IS AN UNDER THE WING SCRAPE, FROM SOME OBJECT PASSING UNDER THE WING, RESULTING IN A SLIGHT PUNCTURE INTO THE FUEL TANK WHICH RESULTED IN FUEL SEEPAGE. FROM PREVIOUS FLTS THE CAPT AND STATION MECHS HAVE GONE OVER THE ACFT AND THE PROB DIDN'T EXIST. THEREFORE I BELIEVE THE ONLY PLACE THIS COULD HAVE OCCURRED WAS ON OUR LAST TURNAROUND IN ICT, AFTER THE CAPT HAD DONE HIS LAST WALKAROUND, WITH SOMEONE PASSING UNDERNEATH THE WING. AT NO TIME DID ANY OBJECT PASS UNDERNEATH THE WING DURING ACFT OPERATION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR SAYS NOT LIFE THREATENING SITUATION BUT PLEASED MECHANICS POST-FLT INSPECTION CAUGHT PROBLEM. ACFT GNDED UNTIL REPAIRED. MUST HAVE BEEN MOVING VEHICLE AS SHALLOW V-SHAPED GOUGE WAS ABOUT 18' LONG FROM LEADING EDGE TO TRAILING EDGE AND STOPPED WITH PERFORATION OF SKIN AT FUEL TANK.
