Narrative:
Mdw ground control told us to taxi to runway 13R via papa, nov, and hold short of runway 13L. On taxi out there were no taxi signs and construction was going on at airport. Incursion was made on runway 13L from taxi at ramp. Could not tell if papa taxiway was runway or taxiway! No signs! Ground control told us to make immediate right turn because we were on active runway 13L. Airport needs signs so that the problem should not happen again. Also when in doubt, ask, ask ask! Also, chart 11-1 at mdw doesn't show txwys in the proper way so that you won't make the mistakes I did. Please have chart corrected as soon as possible! Callback conversation with reporter revealed the following: reviewed the report with reporter and asked if he had 10-9 page available at the time. Reporter could not remember if he had a 10-9 page, but that he would check when he returned to operations office. After callback analyst still thinks the flight crew hurried onto the runway before they took time to look around and verify their position.

Narrative: MDW GND CTL TOLD US TO TAXI TO RWY 13R VIA PAPA, NOV, AND HOLD SHORT OF RWY 13L. ON TAXI OUT THERE WERE NO TAXI SIGNS AND CONSTRUCTION WAS GOING ON AT ARPT. INCURSION WAS MADE ON RWY 13L FROM TAXI AT RAMP. COULD NOT TELL IF PAPA TXWY WAS RWY OR TXWY! NO SIGNS! GND CTL TOLD US TO MAKE IMMEDIATE RIGHT TURN BECAUSE WE WERE ON ACTIVE RWY 13L. ARPT NEEDS SIGNS SO THAT THE PROB SHOULD NOT HAPPEN AGAIN. ALSO WHEN IN DOUBT, ASK, ASK ASK! ALSO, CHART 11-1 AT MDW DOESN'T SHOW TXWYS IN THE PROPER WAY SO THAT YOU WON'T MAKE THE MISTAKES I DID. PLEASE HAVE CHART CORRECTED ASAP! CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: REVIEWED THE RPT WITH RPTR AND ASKED IF HE HAD 10-9 PAGE AVAILABLE AT THE TIME. RPTR COULD NOT REMEMBER IF HE HAD A 10-9 PAGE, BUT THAT HE WOULD CHK WHEN HE RETURNED TO OPS OFFICE. AFTER CALLBACK ANALYST STILL THINKS THE FLT CREW HURRIED ONTO THE RWY BEFORE THEY TOOK TIME TO LOOK AROUND AND VERIFY THEIR POS.
