Narrative:
Broke out on ILS at about 900' (raggedy overcast 850-950') when tower called a small aircraft Y, 'small aircraft Y...traffic alert turn left immediately...your instructions were to remain north of oakland.' (I had no traffic in sight.) I looked for traffic, a high wing small aircraft Y broke out of the clouds above us in a turn to the left (his left) and disappeared into the scud. Clearly not legal VFR nor legal special VFR. I didn't hear any further conversation with him and tower thanked me for being alert. My initial reaction was to not cause a fuss about this, but I'm sending this report because in fact tower had radar on line and apparently failed to protect my airspace during the approach. He could have killed me. He was not in an appropriate sector nor at an appropriate altitude and I don't know if he had a special VFR clearance or not. Maybe you can learn how this conflict came about!

Title: SMA DESCENDED THROUGH CLOUDS WITHOUT CLRNC AND HAD CLOSE PROX WITH SMT ON ILS APCH. TWR INTERVENED AND SMT TOOK EVASIVE ACTION.
Narrative: BROKE OUT ON ILS AT ABOUT 900' (RAGGEDY OVCST 850-950') WHEN TWR CALLED A SMA Y, 'SMA Y...TFC ALERT TURN LEFT IMMEDIATELY...YOUR INSTRUCTIONS WERE TO REMAIN N OF OAKLAND.' (I HAD NO TFC IN SIGHT.) I LOOKED FOR TFC, A HIGH WING SMA Y BROKE OUT OF THE CLOUDS ABOVE US IN A TURN TO THE LEFT (HIS LEFT) AND DISAPPEARED INTO THE SCUD. CLEARLY NOT LEGAL VFR NOR LEGAL SPECIAL VFR. I DIDN'T HEAR ANY FURTHER CONVERSATION WITH HIM AND TWR THANKED ME FOR BEING ALERT. MY INITIAL REACTION WAS TO NOT CAUSE A FUSS ABOUT THIS, BUT I'M SENDING THIS RPT BECAUSE IN FACT TWR HAD RADAR ON LINE AND APPARENTLY FAILED TO PROTECT MY AIRSPACE DURING THE APCH.
