Large transport X was allowed by ATC to cross the landing threshold while an medium large transport Y was still on the takeoff roll not yet airborne and less than 6000' down the runway (approximately 4500'). The slower than anticipated acceleration to rotation speed by medium large transport Y crew coupled with the specialist's hesitation to send large transport X around precipitated apparent less than standard separation.

Title: ATCT LCL CTLR ALLOWED ACR-LGT TO CROSS LNDG THRESHOLD WITH ACR-MLG STILL ON TKOF ROLL LESS THAN 6000' FROM APCH END OF RWY.
Narrative: LGT X WAS ALLOWED BY ATC TO CROSS THE LNDG THRESHOLD WHILE AN MLG Y WAS STILL ON THE TKOF ROLL NOT YET AIRBORNE AND LESS THAN 6000' DOWN THE RWY (APPROX 4500'). THE SLOWER THAN ANTICIPATED ACCELERATION TO ROTATION SPD BY MLG Y CREW COUPLED WITH THE SPECIALIST'S HESITATION TO SEND LGT X AROUND PRECIPITATED APPARENT LTSS.
