Narrative:
First officer had informed me that he thought localizer 19 at mggt was an unsafe approach. Under VMC conditions; I decided to test his theory and sure enough. With localizer and VNAV and autopilot engaged; I allowed the aircraft to fly the approach to minimums. At MDA+50; the aircraft was clearly too low for a safe landing had we been IMC. The VASI were all red. I intervened by leveling off and continued to visual landing. It appears the approach does not account for the displaced runway threshold and consequently will place the aircraft too low for the new 'displaced threshold.' recommend this approach be reviewed by our check airmen with local authorities to correct this potential hazard.

Title: An air carrier Captain reported that he flew the MGGT (GUA) LOC 19 to published minimums VMC and believes the minimums are too low.
