Narrative:

During the in range call; the first officer told the station that we needed a gpu and over wing refueling. The station later told me that they already knew this and had already informed the fuelers of the need for over wing fueling. We blocked in and six minutes later; while doing my preflight paperwork; I noticed the fuel valve lights illuminate on the fuel panel on the flight deck. I jumped up and ran around to the fuelers and told them to cease fueling. They had hooked up to the fuel panel and were pumping fuel; all the while fuel was vigorously dribbling from the fuel panel as they stood around seemingly oblivious to the fact! The fueler's excuse for using the panel was that the gauges seemed to be working fine! The fueling manager finally showed up to supervise; when I asked him whether the station had told him that the panel was unusable and that over wing fueling was needed; he said yes! I asked why his people used the panel and he said; 'because the gauges worked fine.' I informed him that when told not to do something to an aircraft that he will not do it; that there are many reasons that he knows nothing about that may be real issues if he does. Then they over fueled the right wing to 2;000 pounds when it needed only 1;600 pounds. Fortunately for them; we had a wheels up distant airport that allowed us time to transfer fuel to balance the load. After refueling ended we boarded and departed.

Title: A Fueler began fueling a DHC8-100 using the under wing fueling panel after being told that over wing fueling was required; so the Captain aggressively directed him and his Supervisor to stop.
