Narrative:
Level 5;000 ft; entered cloud; aircraft rolled 30 degrees left and ascended like an elevator. I disconnected the autopilot; rolled wings level; reduced power and pushed the nose down to stop ascent. Maximum indicated altitude was 5;250 ft. After passing modena (mxe) VOR; phl TRACON cleared me to 8;000 ft. Began climb and at 6;000 ft entered a downdraft; airspeed went from 130 KTS indicated to 90 KTS and was unable to climb with full power at vy for what seemed like a minute or longer. Advised phl TRACON that I was unable to climb due to downdraft. A hundred miles down the airway; washington center advised I should call phl TRACON upon landing. I called and was advised that a pilot deviation was being filed. I have flown lots of weather in many different aircraft and have never experienced windshear and up and downdrafts of this magnitude.
