Narrative:

Aircraft X; [an HS25] was on approach to runway 19R following a PA46. Both aircraft sequenced by sct. Spacing was tight however the PA46 was able to exit the runway prior to aircraft X being over the threshold. When the PA46 was clear of the runway and the HS25 was very short final; the asde-X alarm went off and said to send the HS25 around. I complied and issued a go around instruction to aircraft X; however the pilot read back; 'roger; cleared to land;' and then touched down on the runway during his read back. I informed the HS25 that I had issued a go around because of equipment; but that the runway was clear and then told him to exit and contract ground. Recommend a change to the asde-X parameters because of this incident and many others like it. Everyday at sna aircraft are needlessly sent around when the runway is in fact clear. This is especially a problem on runway 19L which is only 3;500 ft long and has numerous small aircraft in the pattern.

Title: SNA Controller issued a go around based upon an ASDE-X alarm; but the aircraft on short final elected to land. The reporter alleged numerous aircraft are sent around needlessly because of the ASDE-X alert parameters.
