Narrative:
While being vectored to final approach the controller told another aircraft to make an immediate heading change followed by 'large transport turn to a heading of 270 degrees and descend immediately to 3000'.' I immediately followed the controller's instructions and noticed another smaller aircraft out my right window (approximately 3:30) taking evasive action in the opp direction. After landing we called approach control on the phone and were told that training had been in process and it was the instrument who gave us the immediate commands. The supervisor said he saw the incident and had taken the individuals off the scope and reprimanded the controllers.
