Narrative:
Large transport X and light transport Y were issued instructions that brought them within less than standard ATC sep. To help this situation, use of proper airway routings out of phl. Due to equipment failure the controller did not have a warning of the converging courses. Restrict the free flow of traffic in and out of phl and its surrounding airports.
