Narrative:
Airport active runway was 35 (calm wind runway for uao). I monitored ASOS for 1 minute. Weather was clear below 12 degrees; plus 6 visibility; calm wind. I was monitoring CTAF for uao and report 6 southwest for a 45 entry for 35 in 2 minutes. C150 report downwind 17 uao. I advised C150 uao using 35 for calm wind. Pilot (with broken english) advised he would land (17) clear runway and taxi (taxiway a) for 35. I advised copy. I noted the cessna land and clear runway to taxiway a at A3. I continued visual approach with a 180 degree (slip in) to final (normal for [my] tail wheel aircraft.) no aircraft on runway or final or base runway (17) normal approach and touchdown. As I was rolling to a stop; a C150 passed left wing of me at approximately 10 ft southbound or runway 17. I cleared at A2. Noted C150 climb out southbound. I requested; 'what flight school are you from?' in very broken english reported departing southbound. A single engine turbo-prop reported seeing the C150 climbing out from departure on runway 17 uao; and took evasive action. C150 reported turning west bound again in very broken english. My best guess is the C150 was a second aircraft using 17 and was not communicating through unicom/CTAF. A local flight school from a nearby airport sends lots of their students to uao on student solos. I located the flight school and they did identify the student as theirs. They assured me he would be receiving additional training prior to any solo flight. Uao will have a tower under construction in november. I can't wait!
