Event occurred departing an event. Obtained weather briefing that indicated VFR conditions would exist along route of flight. Departure was delayed about an hour. Conditions at osh were VFR at time of departure but was unable to maintain VFR along route of flight and unable to obtain IFR clearance. [I] returned to osh. The departure delay and not having current weather information contributed to this problem.
