Narrative:

Small aircraft X called up 12 mi southeast of fnt. Fnt controller was busy and small aircraft X was told to remain clear of arsa and stand by. He didn't of course! He continued towards fnt and when controller called him he was 5 mi south of airport at 3000' MSL, less than 1 mi from light transport Y at 3000' on final for runway 36 at fnt. Arsa violators are getting away. Nothing is being done in this facility other than a phone call and his name and phone and aircraft. Numerous near misses and no one is pushing to get these pilots. We have had an arsa for 17 months now and some say I didn't know it. Callback conversation with reporter revealed the following: reporter questioned about the accessibility of the arsa and he stated that at least 95% of the time arsa clrncs were readily available. He stated emphatically that his facility had a good reputation for giving service in, out and through the arsa. The fnt arsa is in the middle of a heavily traveled VFR route for pilots from det and pnt going north for fishing and boating in the summer, and fishing, hunting and skiing in the winter. As a result, their arsa is heavily used. During a weekend, it is not unusual for them to detect a score of arsa violators. To date, nothing has been effective in curbing these violations. The facility has used a letter of warning approach with no success, and has held many pilot/controller meetings to try to stem the tide of violations. Reporter stated that facility management appears to not be very inclined to attempt enforcement action against arsa violators. The local FSDO is snowed under by requests for action from many local radar facs.

Title: SMA ENTERED ARSA CONTRARY TO INSTRUCTIONS AND CAME IN SUCH PROX WITH A CPR-LTT SO AS TO REQUIRE EVASIVE ACTION TURN.

Narrative: SMA X CALLED UP 12 MI SE OF FNT. FNT CTLR WAS BUSY AND SMA X WAS TOLD TO REMAIN CLEAR OF ARSA AND STAND BY. HE DIDN'T OF COURSE! HE CONTINUED TOWARDS FNT AND WHEN CTLR CALLED HIM HE WAS 5 MI S OF ARPT AT 3000' MSL, LESS THAN 1 MI FROM LTT Y AT 3000' ON FINAL FOR RWY 36 AT FNT. ARSA VIOLATORS ARE GETTING AWAY. NOTHING IS BEING DONE IN THIS FAC OTHER THAN A PHONE CALL AND HIS NAME AND PHONE AND ACFT. NUMEROUS NEAR MISSES AND NO ONE IS PUSHING TO GET THESE PLTS. WE HAVE HAD AN ARSA FOR 17 MONTHS NOW AND SOME SAY I DIDN'T KNOW IT. AS A RESULT, THEIR ARSA IS HEAVILY USED. DURING A WEEKEND, IT IS NOT UNUSUAL FOR THEM TO DETECT A SCORE OF ARSA VIOLATORS. TO DATE, NOTHING HAS BEEN EFFECTIVE IN CURBING THESE VIOLATIONS. THE FAC HAS USED A LETTER OF WARNING APCH WITH NO SUCCESS, AND HAS HELD MANY PLT/CTLR MEETINGS TO TRY TO STEM THE TIDE OF VIOLATIONS. RPTR STATED THAT FAC MGMNT APPEARS TO NOT BE VERY INCLINED TO ATTEMPT ENFORCEMENT ACTION AGAINST ARSA VIOLATORS. THE LCL FSDO IS SNOWED UNDER BY REQUESTS FOR ACTION FROM MANY LCL RADAR FACS.
